DSG | CSC and ILO work together to help people | MANILA – Karlo Nograles, the head of the Civil Service Commission (CSC), said on Friday that the CSC fully backs the International Labor Organization’s (ILO) call to improve the overall safety of Filipino workers.
Nograles said in a statement that the Commission is working with the International Labor Organization to improve working conditions for employees, especially in the public sector. The Commission is the main government body for human resources in the Philippines.
He said that some of the things the CSC is doing to help civil servants are issuing Joint Memorandum Circular (JMC) No. 1, s. 2020, with the Department of Health and the Department of Labor and Employment. This gives the Guidelines on Occupational Safety and Health Standards for the Public Sector, and CSC Memorandum Circular No. 4, s. 2020, gives the Guidelines on the Development of Mental Health Program in the Public Sector.
He also talked about the CSC’s part in protecting government workers from the spread of Covid-19 and keeping public services running during the pandemic.
These include putting out rules about flexible work arrangements and the use of “excused absences” or leave credits for people who have to miss work because they are in quarantine or getting treatment, there is a lockdown, transportation is stopped, or they have to get a Covid-19 shot.
He also said that the CSC is supposed to protect the right of civil servants to organize and make sure that management and employees get along well in order to create a good work setting and experience for employees.
Nograles was happy to tell ILO Director-General Gilbert F. Houngbo and other ILO executives about all of these projects at a luncheon on June 26, 2023, in Ermita, Manila, during Houngbo’s three-day official visit to the Philippines.
“It was great to hear from the ILO what they have been doing in the Philippines to promote fair work and social justice. We hope to meet and talk with the ILO more in the future so that the CSC can help with this goal even more, he said. (via PNA)
